Preheat the oven to 175°C (350°F). Line a muffin tin with paper liners.
In a large bowl, mix all the dry ingredients—flour, sugar, matcha powder, baking powder, baking soda, and salt.
Add the eggs, buttermilk, vanilla extract, and oil. Whisk well until everything is fully combined.
Finally, stir in the boiling water. The batter will be a bit runny, but don’t worry—that’s how it’s supposed to be.
Spoon the batter into the prepared liners, filling each about 3/4 full.
Bake for about 18 minutes, or until a skewer inserted into the center of a muffin comes out clean.
Meanwhile, prepare the frosting. Beat the softened butter, powdered sugar, matcha powder, vanilla extract, and a pinch of salt together until smooth and creamy.
Once the muffins have cooled, top them with the matcha frosting. You can use a piping bag or simply spread the frosting with a knife.
